MINUTES OF THE LAST MEETING
The minutes were handed out and read they were proposed by G.Matchett and seconded by S.Podmore.

PC Caroline Hogg Central Scotland Police
P.C. Hogg informed the meeting that the Braehead golf course is the focal point for a lot of last months police activity since this is where the staged fights between local youths and youths from outside the village are being arranged, since it is a vast area to police with many avenues for the youths to escape from and the worrying trend is the use of mobile phones to arrange these meeting places and times so it is hard for the police to respond quickly enough to halt the fighting plus the vandalism occurring where these groups of youths congregate but the plus factor is the new Regeneration money Police Officers have help in these situations. P.C.Hogg read out Sgt Dunbar’s figures for the previous month showing a 36% decrease in overall crime incidents and a 51%decrease to the figures for the hotspots in Tullibody Geo. Matchett informed the meeting that as a Tullibody Councillor he was not happy at the use of lumped figures he would rather the figures where broke down to let us see where the increase or decrease in specific crimes and the location of hotspots were and he did not think giving criticism to the beat officer will not solve policing problems it must be addressed to senior management officers since this area is suffering because of resouces. We as a community should be behind our community Police Officer and inform her of any relevant information concerning antisocial behaviour P.C.Caroline Hogg told the meeting that after 2years of duty in Tullibody she hope she had the trust of the residents that all information would be in complete confidence It was also suggested that we invite David Thompson the police coordinator for antisocial behaviour to a meeting.



Community Wardens Report
Monthly stats are the wardens did 21 hours of foot patrol and 12 hours mobile patrol there was and incident at St Serfs with 2 youths who when challenged about their behaviour ran off leaving their carryout behind as well as broken bottles, the wardens are monitoring 4 complaints of antisocial behaviour in Tullibody, the meeting ask if we could have the hotspots in Tullibody highlighted so we could review the ongoing success on the antisocial behaviour or if we are just pushing the problem to different area in the village. Alan said that the Wardens job is evolving away from Estate Management and more towards antisocial behaviour management we might like to invite his antisocial coordinator Douglas Ralph to our meeting. The question of youths playing football in open areas in the village rather than fields set aside for that purpose was brought up and why there does not seem to be NO FOOTBALL signs erected near these areas Alan said that there was no legal and administration statutory rights for these signs. Margaret asked if Housing Officers would look at these sites and see if any thing can be done.

Clack’s Council Housing Officer
Margaret Hunter came to inform the meeting that she and Kelly McKenzie would be sharing the monthly reports but since she was not sure what exactly the Community Council was wanting in the reports she would use this first meeting to find out and bring the desired reports at her next meeting the chair then explained what we wanted in her reports and thank her for her attendance.

Ochilveiw Housing Housing Officer
Sandra Marshall told the meeting that Ochiveiw housing association’s newsletter will be published in mid November and a space has been put aside for an article on the Tullibody Gala Day Lynn has agreed to write a report and pass it on to the appropriate person dealing with the newsletter publication Sandra also brought up Ochiveiw ongoing fight against antisocial residents and stressed that it was only with the help of residents bringing to their attention the activity of these undesirable tenants that any action can be taken their anonymity will be kept if desired and the use of professional witness is one of many options open to the association and even the help of the community wardens if need be.

NEW APPROACHES CLIENT ADVISOR
The meeting was introduced Seamus Corry from Working for Families a new project in Tullibody and aims to help parents with at least 1 child under 16 improve their job prospects or develop new skill to better themselves in the workplace Seamus went on to give a very informative talk on the two year project that is to run in Tullibody to help support the residents that qualify for the project, he will help the clients fund childcare claim tax benefits, help manage their finances, build their skills, experience and basically help with all problems that might affect his clients find employment. There will be meetings on Tues and Thurs in the T.H.L.I. offices at the Tron in Tullibody

Clackmannanshire Councillor George Matchett`s report
The Scottish Executive directive for the housing standards to be attained by 2015 is not only going to be met by Clacks Council but surpassed since Clacks Council’s housing standards are higher than the ones set out by the Executive, with the new kitchen programme well under way and the new roofing going ahead as well, the only hiccup here being with the right to buy policy of yesteryears the roofs shared with housowners have to be negotiated and some homeowners are not willing to use the chance to upgrade their roofs even at competitive prices and the knowledge of available partial grants so we are left with collection of renewed roofs interspaced with older roofs at places around the village.
The replacing the gas central heating at Newmills and Carseveiw is underway although it was a small number (3) giving concern the whole (65) are being upgraded.
The Regeneration of Alloa Town centre is well under way with the latest commercial enterprise ALDI ready to build in Whins Road opposite the ASDA supermarket the hold up being the decision to repipe the Brothy Burn against the danger of flooding (something that happens once every 200 years). The new road for the upper forth bridge crossing at Kilbagie is underway, and the new rail link is going well. The Chair brought up the subject of the concerns that residents in Cambus have about the proposed half barrier crossing whereas some think a full barrier would be more appropriate since there used to be a signal box years ago and Cambus has grown in size since then. The Chair will write to Nuttall to get information for our Nov meeting.
Clacks Council waste recycling programme is proving successful and been named in the top 32 authorities in the country and he think that the way that the residents in Clacks have taken to the programme is the reason for the success and other innovation will be introduced soon. There is also anew housing development in Sauchie, the 1st to incorporate eco friendly designs, which might help with energy saving ideas for the future.
George ask the meeting if there were any problems that he could help with before he closed his report Community Councillor L.Hiddleton informed George that she thought the lights erected by the Arts Council to display the attraction at the entrance to Tullibody from the Stirling side was quite dangerous since they were at eye level and could distract motorists. She also said that the residents at Glenkinchie had no road cleaning for at 9 weeks George said that although it was Eddie’s area he would look into it and see what can be done. She also brought up the concerns of the parents in Cambus about the speed limit 40mph on the A907 not being adhered to by motorists since their children have to cross this road to get to Abercrombie School and even with a crossing patrol lady who was recently hit by a car and the subsequent police officer who took over the patrol could not believe how dangerous the traffic was because of the sharp bends and poor visibility at that part of road they are starting a petition to erect a footbridge as the only safe answer to the problem as they think a Pelican crossing would be ignored by motorists. Councillor Matchett was concerned about this situation since this was the first he had heard of the problem and he felt the first thing to be done was have the speed limit clarified and have the traffic monitored and the situation accessed for the attention of the Scottish Exec. Sharman would prepare a report for the Community Council and Councillor Matchett
The Chair read out a letter he had received on this subject from THLI but thought rather than deal with the education road crossing authority it should be brought to the attention of the Police Chief of Constabulary Councillor Matchett asked to be kept up to date with any news on this situation and he would look into Clacks Council point of view.

The secretary read out the correspondence that was minimal, as she is new to the position it will take some time before those who want to contact the community council get the particulars of the new secretary
