Minutes of the last meeting
The minutes were handed out and read they were proposed by L.Hiddleston and seconded by G. Matchett.
Matters Arising
Councillor Matchett told the meeting that the matter of the dispute with the ex sec is now in the hands of the head of legal services at Clacks Council so the community Council will have to abide by his decision on further action or inaction as the case may be
E-mail was sent to Kellie McKenzie at Clacks Council about the non-appearance of a council housing rep at our monthly meetings the reply that the secretary received she felt was not very informative.
Re Delph pond paths there will be an update next month since a meeting is being held with Marie Pinaro from the Clacks Council and interested Community members on the 30th April
Area Commander Andrew Price
Commander Price told the meeting that he had the same views as his predecessor on the policing in Clacks and hope that his experience in serious crime will help him in the fight against anti social behaviour in the county (drink and drugs misuse) he is happy with the level of work that his officers is putting in and has found his force hard working and diligent only concern being the workload they have, prioritise work criminal activity done as quickly as possible local vandalism targeted reports on thefts of garden gnomes,trees,and goldfish stopped in last year decrease on calls on anti-social behaviour small glimpse of possible policy with the intro of blue light disco in Alva showing signs of success but find out what youths want to get hem off the streets use youth engagement and outreach workers to alleviate problems certain strategies to stop youth hanging around streets. Another of his concerns being the youth complaints at weekend related to alcohol abuse it is not a new problem so must be resolved in the long term. Quick fixes only hi-lite the problems and usually move the problem from one area of Tullibody to another area as we see happening at the Alloa golf club where the situation has quietened down but probably will start at another location we must source how the drink is acquired since there is huge amounts confiscated every weekend we will target the licensee in the area to ensure they obey the licensee laws and use the power of the licensing board to root out the wrongdoers and find out if adults are buying the drinks for the youths and deal with them as severe as possible.
Prevention and detection of crimes, he also sought to deal with anti-social behaviour, with youth strategy policies that will encourage the youths to desist from the hanging around streets and with the summer nights coming in to encourage other activities that will better occupy them.
Commander Price ask the meeting if they had any questions for him, G.Matchett as an elected Clacks Councillor and a concerned resident, he is ask continually about the situation at Alloa golf course and other hotspot in Tullibody, since it seems no progress is forthcoming he accepts that the anti-social behaviour is a county wide problem caused by a lack of parental guidance but that does not alleviate the problem and the new wards could mean that 2 officers cover 5 areas origins of funding for these officers does not always come from police budgets but outside funding i.e. regeneration money Commander Price replied that following the ward changes that there had been 3 options open to him and after consultation he decided the he wanted the community policing option since the problems are not going to go away and must be dealt with long term solutions with a change of attitude education and a change in culture and habit ,G. Matchett said he wished him success in his posting and hope to be kept informed of any progress.
The Chairman thanked Commander Price for a very informative introduction to his policing policy.

Crime files-since 24/03/07
UNDETECTED –41…. 13 of these are vandalism- a number of which have positive lines of enquiries.
ROAD TRAFFIC-13 again the number of mobile phones offences has not dropped as much as expected –6 of these people were using handsets
DETECTED-58, 10 of these acts of vandalism.
Recent problems at Alloa golf course, myself and P.C Rankine our Architectural Liaison Officer have made numerous attempts (personal visits and phone calls) to meet with the Secretary to date he has not been available and until we can discuss their security measures such as lighting and CCTV we can only police the situation and hope to deter and trace offenders where possible which does happen when Officers are present.
I organised a number of plain-clothes operation at the weekend, which resulted in a quieter weekend, officers spoke to golfers and attended the homes of a lot of local residents to inform them of our presence.
Vandalism was not as prevalent however there were still too many, P.C.Hogg spoke to 2 juveniles last week and with that detected 7 acts of vandalism. Again a small few making misery for the rest.
P.C.Hogg met with the Community Council Sec to liase for the upcoming Tullibody Gala and she has contacted several police Depts Traffic, Dog section and mobile Police office (looking for a driver). P.C.Hogg has arranged 5 officers and 2 community wardens and herself for the day, so far so good.
This weekend Officers will visit Off-licences in the village to remind them of their responsibilities; hopefully plainclothes officers will catch youths with alcohol early to prevent any offences or disorder.
Fairground will be in Tullibody on the 11th and 12th of May that will bring its own brand of trouble Community Councillor J. McGowan put forward the question is the shows beneficial to Tullibody since it is a added trouble to the residents since they are in Alloa for the preceding fortnight. The meeting was informed that there was a process to object to their presence so we will look into this for next year.

Clacks Council Housing Officer
The meeting welcomed M. Hunter from the Clacks Housing Dept she informed the Community Council that we would have to be more specific in what we want from her as she has to deal with a lot of confidential material that she could not possibly discuss at an open meeting she informed us that the Council has practices and procedures set done for dealing with housing repairs and residents complaints, that she should not need to deal with since the council office Depts phone numbers are readily available to all residents in Clacks. The community Council Secretary conceded that confidential matters should not be discussed at meetings but as representatives of the Tullibody Community we should be kept abreast with the plans of Clacks Council housing policy changes and developments within the village M. Hunter said that was dealt with in a Council Housing review and would get a copy to the Community Council when it is sent to Council residents of Tullibody

George informed the meeting that the council elections meant that the council business was in transition and would be updated at the next meeting when the representatives of Tullibody will be officially known..
