Welcome and Apologies
The chair welcomed everyone to the meeting, apologies where put in for A.Hiddleston, M.Robinson, Kellie McKenzie Clacks Housing Dept, and A.Senior.
It was with some regret that the chairman informed the meeting that P.C.Hogg had been transferred to Sauchie at short notice she has done an excellent job in Tullibody and we wish her every success in her new post but it does leave us wondering about the police policy on Community policing since P.C.Hogg was a prime example of a police Officer beginning to make an impact on Tullibody community, young and old, and now her expertise is going to benefit another community. We wish the new P.C.all the best and hope she can keep up Caroline’s good work and we will extend her an invitation to our next meeting.

The minutes were handed out and read they were proposed by J.McGowan and seconded by L.Hiddleston.

Matters Arising
The toys mentioned to be given to the wrestling club are no longer with the Council we are therefore sorry no donation.
It is reported to the Community Council that the Scout group has decided not to run the Free B.B.Q. for the Tullibody Gala Day, the reason given is that the Community council had a collection for the Gala day (the 3 dates {9th, 16th, 23rd} for these collections were given to us by the Clacks Council) on their Garden Fete day and some of the people mistakenly tried to get their free B.B.Q. for the Tullibody Gala Day at the Garden Fete the Community Councillors that collected that day went to some lengths to inform everyone who got their tickets, that the Gala day was on the 28th July and the tickets were dated as well so the misconceptions were beyond our control and we directed quite a few people in the direction of the fete on the day, we hope that a rift between the two groups does not become too big to bridge since both groups do stalwart work for the Tullibody community.
C.C. Tina Murphy was told by the Community Council of the problems experienced by residents at 48 Delph Road, they have been left with a sunken track in their garden when an electric cable was laid for the new lighting at the Delph pond and the new grass path that leaves it dangerous for wheelchair or pram access to certain parts of the pond since the supposed regeneration of the Delph Pond Area by the Clacks council. Tina Murphy said she would look into the problem and report back to us at the next meeting.

As reported earlier on P.C.Hogg has been transferred and no report this month.

Clacks County Councillor’s Report

C.C..George Matchett told the chair that he had meetings in Glasgow all day Wednesday but would try his best to appear for tonight’s meeting.

The chairman welcomed C.C..Tina Murphy told the meeting she gave a short resume of her position in the Clacks Council and the various committees that she is involved with, she will be dealing with planning issues that she can not comment on and is Vice chair of the Regulatory committee, she is also active within the Tullibody Commnunity, as a rep on Ochilveiw and a member of Paragon. Since the Clacks council was in recess at the moment she would not comment in detail only to say that huge new housing is planned for the whole of Clackmannanshire with the policy of a % being mortgage to rent property to get people on to the property market.

K.McKenzie from the Clacks Housing Dept sent her apologies for this month.

Unfortunately because of an error in the agenda about the date of the meeting S.Marshall was under the impression that the meeting was on the 25th and informed us she would try to appear for the 27th.
Secretary’s Correspondence

Planning permissions from C.C. still being sent to EX-Sec although the new Sec has informed the relevant people that the correspondence should be sent to her and that the Ex-Secretary has nothing to do with the Tullibody Community Council it is now minuted that the Tullibody Community Council will take no responsibility for any correspondence Clacks Council send to this person.

We finally got advice from the legal dept. of the Clackmannan county Council concerning the situation with our Ex-Secretary and even though it goes against the Community Council principles because it concerned the misuse of public funds it seems that in their opinion it would be too costly to pursue the matter any further since the legal costs would be too prohibitive and would have to be met by us thus taking it away from the Tullibody Community who will be indirectly affected by the money and equipment misappropriated from them already.
The Secretary will write a letter to this affect to P.Petrie at Clacks Council and we must put the incident behind us and go forward and put it down to a costly and bitter learning experience.
L.Hiddleston asked Clacks Councillor Tina Murphy to oversee the selecting of the Gala queen and her attendants, each Primary school in the village had given a selection of pupils names, which were put in a envelope and the councillor (Tina) picked out the lucky winners
