Welcome and Apologies
The chair welcomed everyone to the meeting apologies where put in for A.Hiddleston.

The minutes were handed out and read they were proposed by L.Hiddleston and seconded by J.McGowan.

P.C Elizabeth Brown Central Scotland Police
P.C Liz Brown introduced herself to the meeting she gave an informal resume of her police experience and hope that she could carry on where her predecessor finished she has already started to create a rapport with the residents with a high profile approach and to let them know she is accessible at any time she will be holding surgeries at both Banchory School and the T.H.L.I for residents to have privacy and confidentiality she is also trying to meet the youths of Tullibody to instil in them mutual respect between herself and them she believes that only a small percentage of the teens are causing anti-social behaviour and if she can earn the trust of the majority it will help her work immensely.

Community Wardens Report
Alan Senior Community Warden gave us his report on the activity of the wardens over the last month
Foot Patrol-14.5 hours
Mobile Patrol-12.5 hours
Cycle patrol -1 hour
2 inst youth disorder- confiscation 8Ltrs of Alcohol
We are monitoring the underage drinking at the Delph pond area but because of the open view and the near distance of the woods it was difficult to surprise the offenders but now with the power to confiscate over 18`s carry-out suspected of supplying them (they can retrieve it at local police office the following Monday few do!!!!) we and the regen police officer is making inroads with the situation
Two new reports of Anti Social Behaviour added to the daily monitoring sheet.
There are now only 3 operational wardens, one based at Lornshill Secondary as a community liaison officer, C.C.C Geo Matchett said he was concerned that money was ring fenced from Scottish Executive for Community Wardens and any shortfall in staff levels should be rectified as soon as possible.
Sandra Marshall OVHA Housing Officer
The meeting welcomed Sandra Marshall from the Ochilveiw Housing Association she informed the Community Council that Ochilveiw were on track to have their housing stock up to the Scottish executive standards by 2015 the work on the window renewal al the Braes is nearing completion and Redland rd boiler replacement is ready to begin as well the repairs to stair well that are leaking water and the plans for new bathrooms at the Delph. The regen money is being used to install CCTV at Alloa road and to landscape the Blackmuir place garden area and she will look into the fencing at old school court
The chair thank Sandra for her report and also thanked Ochilveiw for the gift of the T.V/DVD combo for the Gala Day Which was the highlight of our raffle which contributed to the successful day. Immensely.
Clackmannanshire Councillor George Matchett `s report
George informed the meeting that the council representative are settled in their new position at Clacks Council and apologised for missing the last meeting since the meeting in Glasgow he attended that day overran and made it impossible to make the night meeting.
He has been he has been appointed to Education/Leisure and is looking forward to the new challenge of this project.
Business plan for housing standard well under way 5000 housing at the level set by Scottish Exe housing standards.
A working group to look at Leisure strategy for the whole Clackmannanshire, which will include Tullibody, is set up to make sure it is fit for the purpose.
The council financial reserves have taken a bashing with the Asbestos situation at Greenfield and the back pay for equal opportunity but because of the forward planning and the healthy finances of the last council the reserves are still in the pink.
The three new Secondary school are under way at Alloa, Alva and Lornshill, the C.C.Council hope to ensure these schools are the state of the art and the facilities are open to the surrounding communities at affordable prices well suited to the area of deprivation that they will encompass
He was glad that the situation with the Abercrombie nursery was resolved but thought that the bad press coverage did not help at all and could have inflamed a delicate situation that was easily explained by rules set by the care commission to the number of position per nursery and happy the parents are content with the explanation of the capture area for Abercrombie.
The replacement of the electric central heating (which some OAP`s found too expensive to run) over to Gas at Newmills and Main Street is in progress.
G.Matchett also voiced some concern that the Tron Traders Group (T.T.G.) is not progressing as well as they should be and with a little more effort they should be running independently. Community Councillor Lynne Hiddleston who has been giving her support to the project agreed with the comment that the Tron Traders group should be up and running themselves but she feels that the she can only do so much for them and they need to start working as a team instead of individuals but will try once again to give them a push in the right direction.

The treasurer will update at the next meeting since books getting ready for the audit before our AGM

L.Hiddleston to give a presentation on T.H.L.I. group in Tullibody.
A request from J.Hadrman from the lower Tullibody residents association for an Events board at the Tron was looked into but unfortunately found not to be viable
Laptop returned from ex-secretary is broken and not worth the cost of repair and the Community Council has decided to recycle it.
A suggestion that Craigleith view could be turned into a one-way traffic system to alleviate the difficulty of congestion there was also thought to be a non-starter
The Meeting was introduced to Bridget Buchan who has shown an interest in joining the Community Council she was proposed by L. Hiddleston and seconded by B.Robinson and welcomed by the rest of the Community Council.
As there was no other business the chairman thanked everyone for there attendance and closed the meeting
