The chairman welcomed everyone to the meeting apologies from P.C.Liz Brown, A.Hiddlestone and T.Murphy.

· Matters Arising
A. Nelson does not work from Coalfields regeneration offices but from his home.
The turnout for the clean up at the Delph Pond was encouraging and the new bird boxes and swan nesting platforms are in place.
· Graig Holden C.V.S
Craig has come to the meeting to give advice on Fairer Scotland funding and outline the objectives and issues set down by them HEALTH, EDUCATION.JOBS, and the criteria that the Fairer Scotland fund are hoping to achieve for the future. The C.V.S. have had several meeting throughout Clacks he explained that the Alliance had set up funding for groups that will be in trouble when their existing funding runs out so they must be kept informed of how to access these monies and the new criteria’s that they will operate under. Some of the existing voluntary organisation in Clacks will be able to deliver the objectives set done others will be lost due to lack of funding. The Alliance has allocated £60 K to the area for the objectives of health. Education. And employment, changes in activities in Clacks with Draft of Activity will it be stand alone groups or partnerships this to be announce later Other orgs who have applied to the big Lottery for funding might find that the applications are oversubscribed that is why the Clacks Council The CVS and the Health board are hoping that the new method of allocating funding will mean a fairer share rather than a free for all.
· Clacks Councillor George Matchetts Report
George informed the meeting that the Clacks Council had finally been able to pass a budget with revenue and capital programmes since this was the Councillors first experience of a minority Administratration he found it hard work. No major problems for Tullibody
The main concern of the residents were the underage drinking with the youth of the village surely with the cooperation of the shops that sell the drink a marker system could be introduced and the shops seen to sell under agers should be punished but the problem is the youngsters are getting legal age drinkers to buy their carryout’s so these people should be targeted and severely punished since other antisocial behaviour seems to stem from this alcohol abuse and with the cooperation of the police and the licensee board this could be stamped out.

The Treasurer is on holiday so update next month.

· A. Nelson was attending the meeting to give an update on the newsletter but because of the shortage of time his presentation was cut short he later E-mailed asking to give the update next meeting therefore the notes he left with the minute secretary will be better left until the presentation is given
· The chairman commented on the level of funding for community councils, he stated that since the introduction of community councils in the mid seventies the funding grant had remained the same, Clackmannanshire council had set the funding grant at community councils with a population of over 5000 would receive £5oo annually and community councils with a population of up to 3000 would receive £300 annually this funding grant would then be reviewed annually there has never been an increase in over 30 years. The chairman said that he had brought this up on two occasions at the JCC forums but nothing had been done about it he will raise the matter at the next JCC forum, also he will inform our MSP of the situation and ask councillor Matchet to raise a councillors enquiry on the matter on our behalf
