Welcome and Apologies

Matters Arising
The cars with the for sale signs parked at the bottom of the village seems to have moved on, and a family of travelling folk moved in the Clacks Council have a liaison officer negotiating with the travellers about the length of the stay and the condition that the site must be left in.
We have had notification of the new method of Community Council elections from Clacks Council and we have 4 vacant posts to be taken up hopefully these will be forthcoming in the near future. There was some concern shown by the meeting about the position and workability of the new roundabout at the Cross-and the fact that the Tullibody council did not receive any planning before the work started.

Clacks County Councillor
The Clacks councillor was not at the meeting so we will get updates at the next meeting it is noted that it has been a long time since the Clacks Councillor has missed a meeting.

Ochilveiw Housing Officer Christine Clark Housing
After some reorganising at Ochilveiw Sandra Marshall could not make the meeting but OVHA was represented by Christine Clark who is well known to the village as she represented OVHA in the Braes for many years, she read out Ochiveiw Housing report

New estate at Paterson Place, Tullibody - All properties has now been let and the signups will be on 16/4/08. Contractors are already on site for Phase 2 of this development, which will consist of 4 x 2aps, 6x3 apts and 4x4 apts.
Bathroom replacement contracts in Delphwood and Redlands Rd-just over half have been completed.
SHQS work 2008/2009 - Investment of around £1 million pounds for Tullibody stock. Work will include fitting of secure by design external doors, double glazed windows and a rated gas combi-boilers. Detail of works and houses addresses still have to go through the process of being tendered and approved by committee and then programmed. Tenants concerned will be written to once this has happened to advise them on the detail and programme of works.
Cyclical maintenance programme 2008/2009 - will include external decoration and gutter cleaning subject to the same approval process as SHQS work.
Banchory garage site - Earth lying has been removed and it is hoped illegal dumping will cease now. Craik Taylor, Assistant Property Services Manager, is checking with our lawyers re rights of access for vehicles etc. The Lodge apparently may have this information but have not been prepared to share it with us. S.Cowie informed C.Clark that a copy of the Deeds have been given to G. Matchett who is helping and a letter sent to Geo Tainch concerning this matter but he would arrange for Christine to receive a copy as well
The Housing Officers have all changed areas at OVHA. Christine Clark now covers Delphwood, Banchory, Muirside Rd, Alloa Rd & Blackmuir Place. Marian Kelley is covering the rest of The Braes and Sandra Marshall has moved to the LSVT stock in the bottom end and all the new build stock.

Community Police Report
While Liz still off sick and Alison on holiday Sgt Cree came to the meeting to give a report on recent police activities.
He informed the meeting that although the figures for last month 48 reported and 23 detected weren’t ideal it showed a slight decrease in the figures for the previous months88 reported and 36 detected.
He had been on duty at the weekend and found that the youth activities were down. There is a small and unusual problem in the county at the moment where old type Vauxhall cars seem to be targeted for easy break INS. The police policy on the under age drinkers is working where they are trying to disrupt there source and confiscate any drink found on them.
The CCTV at the Tron came into it’s own with the footage being used as evidence in the serious assault incident. Lynne ask why the CCTV operator could not have contacted the Police sooner than was done since it was left to a member of the public to report it and the witnesses to the assault were terrified by the ferocity and the length of time it took the police to respond to the incident that does not inspire confidence in them Lynne asked Sgt Cree about the amount of used needles being found in the village and if nothing could be done about it since there is 3 dumping banks to accommodate these people and if the area where the majority is found could be supervised since it might be a sign that someone in the area is dealing in the supply of the drugs.Sgt Cree was also asked about the case of the girls that falsely accused a youth in the village that was later proved to be wrong and the young boy is being victimised for something he never done, would these girls be charged with something since Sgt Cree knew nothing of the case so could not comment but would look to see if there is anything being done. The anonymous complaint about illegal parking in Westveiw is being looked at as well as the same problem at Craigleith view and Baingle brae which was eased by Community Police officer having a word with the local priest whose congregation made the problem worse on a Sunday but it is just the case that the village roads were not designed to deal with the amount of traffic within the village Sgt Cree was also informed about the Graffiti at the Masonic Lodge.

Community warden Report
There were no community wardens at the meeting so report will be updated at the next meeting

Secretary Report
No correspondence to report this month other than that in matters arising from previous meeting minutes.

Treasurer Report
The bank statement has not been received yet by the treasurer so no change in balance from last month.

Gala Day Arrangements
The gala day plans were discussed and since the cost of the gala day is over £3000 and funding being more difficult to get, several methods of helping to finance it was discussed.
Increase of fees to the bigger commercial enterprises (fairground rides) might be needed since our wishes that they keep their prices down so as not to be a financial drain on families of limited money was ignored last year. An application for the Procession and the 3 collection days has been given to Clacks Council but no reply yet. Lynne asked for the Council backing in rejecting the application from Gavin Stirling for a trade stall since his ride takes up too much space and was very dear for the children and her plea for it to be reasonably priced was ignored last year and she feels it takes away the ideal of the Gala Day if families are finding the day a strain on their finances. The Community Council voted unanimously to support Lynne and the application would be rejected. The stage has been arranged and paid for Marshall dance group and the YingYang body popdancers. The Cadets have been approached about the BBQ and since the Gala Day does not coincide with their Jamboree should be all right, the Gala day would be advertised in the local Weekender and the What’s on in the shopper. The Young D.J`s will play if our insurance covers their equipment for outside use The Schools in the village will be contacted about the Gala Queen and her attendants

A.O.C.B.
The question of the lets payment of £56 [2@£28] for the hire of the hall at the Civic Centre for the pensioners was brought up .The date for the public meeting to organise the new TullibodyCommunity group was 16thApril @ Civic Centre, once the group is up and running it will go for Charitable status and new constitution will have to be created It was decided that Community Councillor J.McGowan would telephone the 37community groups in the village to encourage their participation in the New Tullibody Community Group.

Lynne Hiddlestone Presentation
Lynne gave a very professional and informative presentation to the meeting about the role of THLI in the community and its aims and objectives in the future
