Minutes of Meeting held on Wednesday 12th November 2008

3 Matters Arising: None

4 Cllr Matchett’s Report

(1) 2009/10 budget for school crossing patrols has been the subject of local
political debate, due to 4 crossings not being served by crossing personnel.
Cllr Matchett described the background and ROSPA regulations for the
placement of school crossings, which the Council is adhering to.
(2) The capital programme has been pushed through for the road upgrade from Collylands roundabout to Glenochil.
(3) Cambus Railway Crossing. There have been problems recently with the barriers not operating properly. SESTRAN is addressing this.
A Feasibility study has been carried out by Jacobs Babbity regarding and on/off point at Cambus. Study looks favourable at this time.
(4) Everything is on target for the completion of the 3 new secondary schools, particularly Lornshill.
(5) A Care Provision Report has stated that the nursery provision throughout the County is right.
(6) The new bridge at Kincardine will open on the 19th Nov 08 – Clackmannanshire Bridge.

Questions raised by attendees:
Concern regarding the safety of school children on the road from Lornshill to Tullibody. The road was designed for the volume of traffic, which is exacerbated by parents parking at the school. The police stated that monitoring the parking at the school is a priority are for them.

5 New Community Councillor
Bobby introduced our new community councillor LR Luz to the group.

6 PC Waddell’s Report
Please see attached.
(1 )Concern regarding wilful fire-raising incidents recently.
(2) Warning of organised crime. Gangs are coming from Edinburgh to commit car
thefts and House breaking.
(3) The Health Centre, Tron Court and Banchory School are being targeted by youths and vandalism.
(4)The Joint Meeting Strategy is still ongoing fortnightly.
(5)There is a Blue Light Disco being held on Friday 5th December at the Civic Centre
but they urgently require adult stewards to assist with the Disco.
(6) there was a suggestion that the Youth Shelter at the Delph Pond is replaced with something similar to the one in Kincardine.
(7) There is the usual Christmas event hosted by the Police for OAPs on the 16th Dec at Alloa Town Hall. Names of any OAPs who might want to attend should be passed to Alison

Questions raised by attendees:
(1) There was an accident at the pedestrian crossing at The Cross on Wednesday night. Concern was expressed regarding how close the crossing is to the junction.
(2) Speeding on Alloa Road to The Cross is getting worse.
(3) Car Parking on Baingle Brae by individuals going to the Chapel is becoming a problem again. Police have spoken to the priest who will address this with the congregation.

7 Community Wardens Report

Please see attached.
(1) The wardens are patrolling Tullibody every day. 3 bonfires were extinguished.
(2) The Braes area at the steps is still a problem with underage drinking.
(3) The Wardens are continuing their high visibility patrols.


8 Ochil View Housing Report.

(1) Ochilview are now allocating phase 2 of the new builds at The Orchard. The hand over will hopefully be on the 15th Dec 08.
(2) The window replacement programme commences the first week in December
(3) The remaining houses waiting for new doors and windows will be done at the end of January.


Any Other Business

(1) Provost Stewart has invited to reps from each of the Community councils to attend the Bridge opening ceremony at the town hall on the 19th Nov 08. Bobby and Margaret will attend.
(2) Treasurers Report -No change.
(3) CSET award for the Delph Pond picnic benches is £2365.00
(4) Blue Light Disco needs stewards as mentioned above. Margaret and Bridget will volunteer.

Meeting dates for the rest of the year (might be subject to change)
11th February, 11th March, 8th April, 13th May, 10th June, 12th August, 16th Sept, 14th October, and 18th November.
