Minutes of Tullibody, Cambus & Glenochil Community Council Meeting
Held on 14 January 2009

In attendance, PC Waddell, A Senior, P Castle (Com Wardens), C Clark (Ochilview Housing), Cllr Matchett.
No Apologies received.
1 Bobby welcomed the group and wished everyone a happy new year. An obituary was raised on behalf of our friend and colleague Robert Lea who passed away on the 17th November 2008 after a long illness. Bobby asked that the group be upstanding and have a minute’ silence.

2 Minutes of last meeting:
Proposed by Sam, seconded by Bridget.

3 Matters Arising:
6.3 Car parking problem at Baingle Brae. There still persists aproblem with cars parking on the Brae again on Sundays. PC Waddell will speak to the priest again.

4 Community Police report – attached.
46 undetected crimes, 27 now detected. TCRU – 2 dedicated to Tullibody. All juveniles 12 – 16 year old boys. Many detected crimes were due to RTA offences in areas like Ramsey Tullis Drive and Muirside Avenue for speeding.
Alloa road from Braes to Cross., problem with vehicles not stopping at the crossings, the police are looking into this.
Delph Pond has been quiet recently apart from Friday night. Kids now congregating at the War Memorial. Licencees have been phoning the police to report attempts at purchasing drinks for under age kids.
Kids want a MUGA in the Delph area, with lighting. Possible pilot study might provide temporary lighting at the area. Cllr Matchett asked who would provide th lights in the MUGA.
Lights not working down one side of Tron Court – shops responsibility?
There was a crowd of 9, 10 and 11 year olds in Newmills on Friday.
The recent Blue Light Disco in Tullibody was not successful, attendance was poor.

5 Wardens Report
Also attached.
No needles found in Tullibody this month. There have been 16 youth issues, 3 alcohol related.
Scotmid – 3 underage youths purchased cider. This is being dealt with by management. Tron Court flats are quieter, a new lock system is being fitted. The kids are generally moving around in smaller groups. There has been no anti social behaviour at the Delp.
Youth Justice – CS by Offenders are now available for community project. Contact Alan Senior for details. Ther has been a problem of vandalism at the maisonettes at 72 to 79 Alloa Rd – reported by Christine Clark. Christine asked the Community Wardens to monitor this location.

6 Cllr Matchett’s report
Secondary Schools Update
Alloa Academy has had significant snagging to repair. The opening al all 3 new schools has been delayed until Easter.
Lornshill and Alva schools are waiting to have the building inspections completed.

2 GAE allowance is insuffiecient for Clacks. This is the allowance for the Scot Exec for socially deprived areas.
Clacks Council must lodge their balanced budget by the 12th Feb 09.
3 Clacks Council has the Highest Performance Related figures of the 32 LA’s in Scotland, across many service areas.
4 Cambus residents have been complaing about the level crossing. The crossing has been down for 45 minutes to 1 hour. Network Rail are looking into the problem.
5 The Chief Constable has produced new information cards for the public.
6 Fist Bus’s 64 service via Tullibody to Sauchie has become no longer financially viable. But they must inform the Traffic Commissioner before they withdraw the service. Clacks Council is looking at a contingency plan which might involve Mackie’s.
Sam Podmore asked about joint working / integrateion with other local authorities. Clacks want to retain their autonomy, but would look at sharing services where best value is achieved.
7 SESTRAN – potential rail stop in Cambus. Ther has been a feasibility study to consider a rail stop at Cambus with the provision of upt to 150 parking spaces. Attendees discussed how favourable this would be to the local community. It was agreed we would write to Cllr Matchett to formally record the community’s support in having a new rail stop at Cambus.
Ochilview Report – Christine Clark
All newbuilds in Newmills have been let. The window contract in Craigleith Way is underway. Delph wood window replacement will commence in February 2009.
Bobby thanked Ochilview for the £250 donation for the Delph Pond project.

8 Secretary’s Correspondence:
Letter received for nominationfor clacks awards for good citizens. We agreed to nominate Bobby, Janice McDonald and Jean Simpson. Lynne to inform the awards committee.
The Council is also looking at issuing ID cards for community councillors.

9 – Treasurer’s Report
There is £13,503.15 in the main account (£10K is reserved for the Delph Pond footpaths – grant received from BBC Breathing Spaces)
There is £3,491.47 in the Special Project Accunt.

10 AOB
Discussion re dog fouling – street cleaning staff are not sweeping it up. For some reason it is being brushed across the pavements rather than shovelled up. Broomieknowe steps are a disgrace.
Lynn asked to be reimbursed for £49.99 for broadband access via a lap top dongle.
Lynne also asked for a donation towards the Sick Children’s Fund for a new ventilation. Bobby proposed and Bridget seconded the donation of £100 to the fund.
Lynn also informed that Neil Carruthers was representing Scotland in French Bowls at a competition in Birmigham. It was a agreed that he should submit a letter if he wanted a donation towards his competition expenses.
Joint Community Council meeting will be held on 5th March 2009.
Community Wardens and Community Police report can be submitted electronically for future meeting.

Youth Issues


The youth issues are split 4 into incidents where alcohol has been confiscated and 10 where alcohol has not been an issue.


Narative
Hi Viz patrols at the weekends are continuing. Though there has been large groups of Young people roaming the area (10-14 Y.O. ) on Friday and Saturday nights on the whole they have been boisterous and in good spirits and very few appeared to have been drinking.
One 18 Y.O. had 3 litres of alcohol confiscated as he was in the company of minors at Delph pond and one given a FPN for drinking in public.

It appears that the pro-active approach to shopkeepers is still working as the shopkeeper in Newmills phoned an Friday night about youths trying to buy drink. They were moved on and warned.

Current areas of concern

Tron Court
Patrolled every evening to deter footballers. There have been large groups congregating on Friday and Saturday nights they have been split up and moved on.
A survey of the residents and shopkeepers has been undertaken by the Warden/Police team (Attached). To see how best to utilise our resources.

Golf Course
Reports of youths drinking at the weekends. On Friday night a group of about 10 youths were spoken to no alcohol in evidence though they all appeared to have been drinking. Two 12 year old girls appeared to be under the influence of alcohol, one was taken home by her brother and the other taken home by warden/police patrol. This is being followed up by the Community Police officers.


Banchory School
Patrolled regularly groups, of youths have been moved on from school building and surrounds. One minor instance of graffiti reported, photographed by Wardens and Passed on to Community Police officer

War memorial
Though we have had complaints of youths in the area no alcohol has been found and no youths had appeared to have been drinking. A couple of broken bottles and a few beer cans have been found by the memorial over the past month.



Redlands Road/Dovecot Road areas
Two youths were seen riding Mini-motos by the new housing on Stirling road one was stopped and was found to have an outstanding warrant.


Ramsay Tullis Drive Play Park/Highlander Way.
Patrolled frequently. To date nothing of note to report.


Braes, Area.
Small groups of youths have been spoken to in this area on numerous occasions over the past month but no alcohol has been in evidence.

Muirside playpark/Path to Broomieknowe.
Checked regularly, nothing to report over the past month.

Delph Pond.
Fairly quiet over the past month apart from a few small groups of youths gathering. One 18 Y.O. had 3litres of alcohol confiscated as he was in the company of minors.
