Minutes of meeting held on 11th March 2009


Present: Robert Robinson, Lynne Hiddleston, Sam Cowie, and Bridget Buchan & Janette McGowan

In Attendance: Christine Clark (OVHA), Cllr Matchett.

Apologies: Community Wardens, Community Police and R Luz.

1. Minutes of previous minutes: proposed by Bridget, seconded by Cllr Matchett.


2. Matters Arising: 6.3 – should state new road have commence. An extra £200K required due to water problems, therefore will take longer to complete the work. No pavement is planned due to this being a B road.


3. Christine Clark – Ochilview Housing Association

(1) Responded to Margaret McNeill’s questions.
(2) Craigleith View window replacement nearly finished.
(3) Newsletter going out to tenants re- new projects.
(4) Problem in Braes area with fire-raising. The police have been involved.
(5) Ochilview may be purchasing a small proportion of the new Carronvale Houses near Redlands Road. Negotiations are ongoing at present.
(6) Sam queried the parking availability at the new build – doesn’t appear to be adequate for the number of houses being built. He pointed out that the grass on the open spaces at Glenochil park was being ruined due to residents parking on the grass. The new build has been designed with 2 parking spaces per household.
Discussion continued re the impact of what appeared to be shortage of parking spaces for residents on new build plots recently.


4. Cllr Matchett’s report

(1) Charitable monies: St Serfs Parish Church awarded £4K for replacement heating.
(2) Clacks Heritable Trust – Tullibody Old Kirk awarded around £15K year 1 and £5K year
(3) Alloa Rugby Club also awarded monies towards the cost of new playing fields.
(4) Clacks Council Budget set yesterday. No increase in Council tax, no employee redundancies planned.
(5) Gala Day let of Civic Centre now being charged at reduced rate after Cllr Matchett queried the original charge on behalf of the Community Council.
(6) Electricity rewiring in Tullibody. Abercromby Place, Banchory Place, Main Street, etc to be rewired. Will take approximately 2 days per household.
(7) Walkers – new bench to be positioned on the King O Muirs Road just up from the roundabout, facing the hills.
(8) There have been recent complaints regarding the lack of housing in Tullibody. There are insufficient houses to meet the demand from locals for houses in Tullibody. There are now only 5,300 council houses left in the whole of Clackmannanshire.
(9) Still problems in Tron Court which is now being regularly policed. (There were 17 problems in Tron Court also noted on the police report)
(10) Community Policing Programme. Cllr Matchett met with Kevin Smith, the new Chief Inspector to discuss and ensure the profile of the Community police is raised appropriately.
The Police board requested a complete review of Community Policing. The new Chief Inspector wants six months to get a handle on the new management required to get a new structure in place.

5. Secretary’s Report/ correspondence

Clacks Council minutes received.
Third Sector Form invitation received. Bobby will attend.
Newletter also received from the Lower West Residents Association.


6. AOB

Tullis site amended plan noted. Improved road access via the new proposed roundabout was noted although there was still concern expressed regarding the perceived lack of car parking spaces available for residents and the location of some of the parking spaces.

Gala Day – 25th July 2009:
Gala Queen will be selected from Banchory School
Belly Dancers will be attending as well as Kazza Dance team. Steph Gavin will do the football.
Bobby met with a company who could provide a sound system for the gala. He will check out cost, etc.
Lynne has sent out the stall packs and will check if the football club can do the BBQ again.
Bobby will get the public liability insurance and the public entertainment licence. He will also carry out a risk assessment for the police.
