WELCOME AND APOLOGIES

The chairperson welcomed everyone to the meeting and introduced the new Tullibody Councillor for the Braes and Banchory ward Brian Fearon who took up his duties in May he comes to the post with varied knowledge of local govt from being a leisure convener schools education and years as a social worker the Community Council wished him well in his new post.

MINUTES OF THE LAST MEETING

MATTERS ARISING
RE-War Memorial
Robert Robinson informed us that he had completed a joint presentation with P.C Holden about the War memorial and the cost of vandalism to the community to all the local primary schools before the summer holidays began. Bobby informed us that the feedback from the schools has been encouraging so much so that he has received 30 or so applications for the War Memorial competition to design a plinth for the memorial and since he has still to get a reply from Abercrombie Primary and Banchory Primary he hopes to have many more by the time of the competition proper.
RE –Notice Board
Linda McLean informed the Community council that she had E-Mailed George Dallas at the Clacks County Council but unfortunately no reply has been forthcoming and she will try again since it has been over a year that the village has been without a community notice board. Councillor Fearon took a note of our predicament and said he would try and intervene with the relevant people at the Clacks Council The Community council suggested if they are going to replace it they might consider re-siting it in a more open and secure position so as to discourage any more vandalism to the new Notice Board if and when we get it renewed?
RE-CCTV
Councillor Fearon told the Community Council that his fellow Councillor George Matchett is trying to push through finance for CCTV for Tullibody to be situated at the Tron shopping centre and is hopeful of success in the near future
RE-our computers
Robert Robinson and Robert Lee, attended a meeting of the joint community councils at Greenfield House in July where he was informed that the funding for the computers would stop in December but the Clacks Council had decided to give each Community council extra finances to cover the cost of 2 Internet links amounting to roughly £32 per monthly connection fees. The Joint Committee weren’t happy with this arrangement since there is a lot of hidden expense’s that could conceivably drain our funds, repairs to computer the most obvious and insurance costs and other unknown costs and they are trying to persuade the Clacks Council to cover these so he thinks we should await developments but he suggested that the Chairperson and the Secretary should be the one’s to use the funding for the internet link since they use the net extensively and the council agreed. Councillor Fearon hopes to support us and to this end he was given Aileen Littlejohns name who he hopes to quiz on the funding available to her and any powers she has to get more funding, he will also try to find out if the government funding has been stopped completely or just suspended.

PC HOLDENS REPORT
The crime figures for last month were as follows
49 undetected crimes in the Tullibody, Cambus, and Glenochil area. A good section of these were wanton vandalism {22 incidents} brought on by the school holidays being in the last 2 months so he was confident these would decrease now the new school term had commenced
96 detected crimes although he could not go in to specific details he informed us that there had been 3 incidents of indecent exposure but the police had successfully apprehended a suspect for said crimes.
The drugs problem in the village as P.C Holden informed the Community Council is well under control since police intelligence shows there is no information of big dealing in the village and as he informed us, without going into great detail, that he was on a major drug enforcement in the past month within the Clacks area which did not involve Tullibody he was confident that, although drug use did exist in the village it was not out of control. There was also a push on the under age drinking around the village Although R Robinson informed him that the drinking and vandalism was still evident in the delph pond area at the weekend. The chairperson then informed PC Holden and the meeting that he had met with the chief constable the previous Friday at the Tullibody police office where he explained to the chief constable the areas of crime the community council were most concerned about this being mainly youth disorder, under age drinking and vandalism, furthermore he expressed our appreciation for the chief constable coming into our communities to listen to the concerns of the community leaders.

SECRETARYS CORRESPONDANCE
Tullibody Health Imitative sent more details of there aims in the village
The Water Customer Consultation Panel informed the council that they were going to hold Public Meetings to gather information on the principle of charging for water and wastewater the council weren’t impressed since the nearest meeting is in Stirling
The venue for the meeting is wed 8th Oct at 7.30 pm in the Highland Hotel Spittal St Stirling for any Council Member interested in attending.

Vodaphone has an application to erect a telecommunications mast at the south side of Tullibody the community council think this should be opposed since we have enough in the immediate area and until specific research into the health dangers associated with these masts is clarified it would be better to not have any more at this time
The secretary received 2 E-mails from a Mr Eric Carlin relating to the E-Mail Project, in a nutshell, he is advising us Community Councils as a whole should unite against the idea that our E-Mail connection to each other should not [financially] be laid at the Community Councils feet but rather shouldered by the Local Government who instigated the scheme, that has been a great success, and has given us the opportunity to drag ourselves into the 21`st century. Tullibody Council agreed with the suggestion.
The Secretary has received a reply to Community Councillor J.Mccarry`s request for dog walking area at the Tullibody Park which was read out to the meeting it basically said that the council had sufficient facility in the park for dogs and they thought any further provisions would “restrict the recreational value of the park for other users”

The Chairperson informed us that he had visited the Mining Museum at Newtongrange where he had booked a surgery with the hope of getting extra funding for the war memorial he also picked up an application pack for the community council at his surgery he was told his application would be viewed favourably, first we must get a design and costing for the new plinth, then planning permission, we can then apply for a lottery grant for the project.
Linda informed us that Jackie Leeds had held a meeting at Newmills on the 25th Aug concerning the door entry system and the vandalism occurring to 1 of the 4 blocks that had the system installed mainly No 117 Jackie was going to get in touch with P.C Holden to see if he could increase his patrol at the said location but P.C.Holden informed Linda that he had not heard anything about this but would look into it. J.Mccarry told P.C.Holden that he knew of at least 3 occasions that his daughter had reported vandalism to the door, PC.Holden said because he had not took the message personally it would be loged on to the central computer and probably lost. if anyone had knowledge of who the vandals were to let him know and he would deal with it.

Lynne brought up a problem she is having with the council; last year her smoke alarm fell off her ceiling giving off a high pitch screeching alarm and a wire was left hanging which worried her so she phoned the emergency contact service at the council and specifically ask the person on the phone if someone could come and see to it and was there any charge for this to which she was informed NO a workmen duly appear and fix the problem but lo and behold she has now been presented with a bill for £71.35p that she will have to pay or it will be on her housing record as a bad payer and thus scampering any hope she has of getting rehoused from her present location and she can get no satisfactory explanation why she was presented with the bill only some cock and bull story that because a friend had try to help her by looking at the loose wire it was deemed to be him that interfered with the fire alarm. Councillor Fearon took the details of Lynne case and would try to sort out her problem or at least get an explanation of the charge .
Alex Scobbie brought up the issue of the minutes and agenda, he informed us that if we look in the constitution that the minutes and agenda should be handed out to members 1 week before the actual meeting so it was decided that Rab would E-mail a copy to Linda and she would give them out to members at the bottom of the village and Rab would do the top of the village

As the fees for our web site hosting and domain name were due on the 29/08/03 the chairperson paid this and was refunded the sum of £44.06.
