WELCOME AND APOLIGES
The vice chairman welcomed everyone to the meeting. Apologies were received from R. Robinson, P.C. Holden, L. Gow, and J. Leeds.
PC HOLDENS REPORT
P.C. Tom Holden e-mailed the last months stats to the chairman, unfortunately he sent them in a format that could not be opened, and these will be available at the next meeting.

CLACKS COUNCILLOR
Brian Fearon attended the meeting he had good news about the progress of the By-Pass it was progressing reasonably well the only drawback being the acquisition of certain lands, which because of the private nature of the information he could not go into in more detail but hoped the further progression of the By-Pass will be sooner rather than later. He had less encouraging news on the installation of the CCTV in Tullibody since inevitably budget cuts had resorted in a rethink on Council spending he informed us that the Budget was made up from 85% government allocation and 15% council revenue and since there was a £5 million shortage this would have to be made up in an increase in Council Tax and savings in other sectors, at which some of the community council aired their views that the increases seem never to benefit us since the services provided by the council never get any better. Councillor Fearon put forward his believe that the main priority was to see the jobs and services provided by the council were protected and kept at reasonable standards and did not completely rule out the CCTV installation he was just informing us of the Council Finances. He also informed us of the Council Recycling programme in use throughout the County and the introduction of the new brown wheelie bin for garden waste this will begin a new uplift schedule with alternate weekly uplifts between brown and green wheelie bins with the blue buckets. This has been force on the council because of the position of the landfill becoming unavailable in the near future
Community Councillor D.Mc.Garry voiced her concern about an open window in the vacant flat above her at 119 newmills since with the weather conditions there might be the case of damp or at worse a burst water pipe, which in both case would probably affect other tenants in the block through no fault of theirs. Councillor Fearon would look into the matter for her and pass it on to the appropriate person
MINUTES OF THE LAST MEETING
The minutes were handed out and read they were then proposed by M.McNeill and seconded by A.Irvine
MATTERS ARISING
The Community Council were introduced to 3 members of the Clackmannshire Detached Youth Work team whom the chairman had invited to the meeting to explain their plans and ideas to help in the community. Their spokesperson Alex Honeyman gave us an informed introduction to the aims of the work team and left us a newsletter which they hope to issue every 6 months for any interested groups and agencies and the youth in the community. They will try and work with the youth at a street level, as the role of the Detached Worker will be to listen, support, and provide encouragement to the youth of Clackmannanshire they also want to form links with existing groups dealing with the youth .the Community Council thanked Alex Honeyman for a very informative talk and wished the project all the best and hope we could help them in any way in the future.
WAR MEMORIAL PLINTH UPDATE
The following report was read out by the vice chairman, the chairman had first approached Mossmans memorials Sauchie to enquire if they could produce a plan for the plinth and carry out the work, they could not produce a plan but could bid for the work. The chairman then approached Clackmannanshire council to enlist their help in the project, the chairman first had a telephone conversation with Sandy Dawson asking for their help, Sandy intimated he would like to help us but would have to clear it with his boss and would get back to me.
His boss had agreed to help us so the chairman had a meeting with Sandy Dawson showing him the winning designs from the competition and discussing the best ways of incorporating them into the design of the plinth he left it with Sandy and asked him to get in touch with progress reports.

1. Councillor Fearon is trying to get residents from Glenochil to attend meetings.
2. Robert Lee read a letter of resignation from Janet Robinson the Community Council accepted the resignation.
3. It was pointed out that both Maggie Mawson and Lynne Gow have not attended the last four meetings it was agreed Linda should write to them and ask if they are coming back.
4. It was agreed that the committee should minute that all correspondence should go to the secretary and the chairperson should notify the secretary if anyone is attending the meeting as it was embarrassing this evening when the youth workers turned up.
5. Robert Lee ask Councillor Fearon if he had attended a meeting of the O.A.P.`s recently since he had been asked by a couple of pensioners about euro funding that could be accessed to get extra street lighting for the Old School court area since in the dark nights the pensioners felt the area was not well enough lit, Councillor informed him it was probably Councillor E.Carrick that had attended and would pass on the message to him
