PC HOLDENS REPORT

P.C. Holden’s report covered the period from the 1st January to the 30th of March
There were 561 calls covering the Tullibody, Cambus, Glenochil, and Alva area. For Tullibody 286 detected and 52 undetected and looking at the detection rate over the 70-day period he thought this showed an excellent rate.
He had a push at the weekend on youth disorder resulting in 5 youths being taken home because of their antisocial behaviour he still thought that the attitude of the parents whose children involved could have been more supportive and said that more parental concern would help keep down antisocial behaviour in the Community. He also said that the underage drinking could be curbed if the adults buying the drink at the off license for the youths showed more vigilance
He informed the council that there were a ex P.C. and serving P.C. up from England to show the police here about a new initiative being used down there called Restorative Justice Programme. Basically it tries to catch 1st offenders from the Children’s Panel and get them together with the victims and their own family to show them the consequences their anti social activity has had on them it also helps the victim come to terms with the crime committed against them. The police think it is not an easy get out for the offender since the officer has the power to knock back anyone they think will not benefit from the programme or are just trying to use it to get easy punishment.
P.C. Holden was asked if he had any views on the Healthy Living project opening at the old solicitors shop at the Tron since he had heard little so far about it he didn’t think it fair to comment but it seems that Marjory Rutherford from the healthy living initiative is hoping to open at night to help adult or youth learners to get the use of a computer Councillor Gow said that in her experience of being a trader in Tron court that the idea was silly since not many locals frequent the Tron at night because of the rowdy youths hanging about it drinking P.C. Holden refuted that statement saying that to his knowledge this was not the case and all he needed was a phone call from the traders for action to be taken for that sort of antisocial behaviour to be dealt with since his job was to serve the Community but he needs the help of the community to report misbehaviour. P.C. Holden answered the question put to him that Tullibody Police Office was not manned fully for 24hrs, and that the station was open 24hr`s but with the police staffing at the present it would defeat the purpose of their policing policy if an officer was stationed at the front desk all day so it is better they are out and about within the Community doing genuine police work.
The Chair said that when the proposed Community Wardens came into effect it would help the situation in the Community hopefully freeing the police to do their work.
The Chairman thanked P.C. Holden for his report on behalf of the Community Council and we were happy he was back and he was all right after his spell of ill health.

Ian Ramsey

Clacks Council Architect dept Re – war memorial plans apology for not attending, the Chairman dealt with this report.

The chairman had met with Ian Ramsey at the war memorial on the 17th of March to enlighten him on our plans to erect a separate plinth close to the war memorial which would have carved into it the names of all the local service men that lost their lives in war and other conflicts. Ian then put an alternative proposal to the chairman for the community council to consider.

He then took the chairman to see two examples of similar projects the first at the approaches to Alloa tower, the second at the riverside at Forth bank. The chairman was very impressed with what he had seen; however there may be problems if we considered this proposal.

After heavy rain the area surrounding the memorial is flooded to a depth of about six inches, and if there was heavy rain prior to the remembrance day service it would be difficult for the laying of wreaths, Ian said a drainage system could be installed to prevent this and would have a word with the department that deals with this, the chairman said he would put his proposals to the next community council meeting.

The chairman then produced a detailed plan of the new proposals he had received from Ian and continued to explain it in detail to the community councillors, there would be surrounding the memorial an inner circle of 27 sandstone flagstones one for each man killed in the 1914 - 1918 war each individual flagstone would have carved into it the name of a soldier.

There would also be an outer circle of flagstones containing the names of the men killed in the 1945- 1949 war, also the names of other local men killed in other conflicts suitable phrases would also be carved into the flagstones, furthermore the graphics from the winner and runners up of the competition would be incorporated into the design.

The gap between the Hare stane and the inner circle and the gap between the inner circle and outer circle would be filled with a crushed sandstone and mortar mix to blend in with the flagstones, the chairman commented that he thought it would enhance the site and be less prone to vandalism, and that it would be a much more fitting tribute to the men who lost their lives in war. The chairman then proposed that we should adopt the new proposal, all the councillors were in agreement and the proposal was carried

Eddie Carrick Clackmannanshire Councillor

Councillor Carrick was introduced by the chairman to the Community Council, the councillor informed the meeting he felt more comfortable being referred to as Eddie, he further went on to say he was disappointed with the Budget increases but hope that the indicative budget projections for this administration to be out tomorrow would be as low as 3%, but the increases were inevitable because of the over spending of the last administration as well as the loss of the landfill site at black Devon which will cost the Council millions since it was economically dearer to have environmentally friendly disposal of household rubbish[roughly £27 per Tonne] than landfill dumping[roughly £17 per Tonne] and he hoped that the recycling method that the council has introduced would save money in the long run, Eddie also said that the response from the public to blue and brown bins was gratifying plus the acceptance of Council workforce since both neighbouring councils Falkirk and Stirling have had various teething problems. Since this will be along term plan for future saving he was glad Clackmannanshire residents had accepted it.
It was brought to Eddie’s attention that some pensioners were concerned about the weight of the Blue bins since some were not physically fit enough to lift them to their front gates, Eddie was under the impression that as part of their contract with the Council that anyone unable to lift the boxes had only to inform ACE of this and it would be lifted by them from the nearest point convenient to the resident if they failed to deliver the contracted services the council would take the work on themselves.
Lynn Gow as a trader at the Tron asked Eddie if there would be extra payments for these new uplifts Eddie was not sure what the position was on this but would find out and get in touch with her about it.
Councillor L.Mclean brought up a instance of council waste when she informed him that she received notification of a repair she needed done was sent to her in a brown envelope with no fewer than 5 copies of the job sheet in it whereas normally the job sheet itself was sent out without an envelope. Linda also informed Eddie that she was not pleased about the response she had from the council about the actual job since in her opinion there was a safety issue that should have been dealt with more efficiently her storage heater fell of the wall but was still hot enough to singe her carpet and blacken the floorboards below and the response from the council was far from being reassuring but that it was just one of those things and when the workman did come to check on it his response was what can I do it is hot but he finally got it upright but she was left with no heating overnight, Eddie said that Jackie Leeds should be informed and Stuart Young at Kelliebank.

MATTERS ARISING

Re-letter to Brian Hay from John Harley about the Community hall. A. Scobbie had a chance meeting with Lisa Simpson at Clacks Legal dept who had not received any correspondence about the community Council involvement in the new Community Hall at Banchory School Alec saw Mr Harley later and informed him of this development and Mr Harley was angry that his letter had not been received by her and would send her another so the meeting with us and Mr Harley plus Mr Hay would have to wait since the legal dept at Clacks Council questioned if it would be allowed for the Community Council to take over the running of the Hall without the appropriate insurance and other trust stipulations.
Community Councillor A Scobbie also brought up the on going position of the fence at the Delph pond the temp fence has still to be fixed and Alec has warned Clacks councillor B. Fearon that he is seriously thinking of involving the local press if immediate action is not forthcoming in the near future and hopes to see some action before the 21st.
Community Councillor L.Gow took the chance to read out a letter she had written to the meeting about the letter she received whether she was still interested in her work in the Community Council. Lynn put forward the question was the Community Council doing enough for the community and did the residents really know of our existence and suggested that several members could gather at the Tron court every few months to let the community know of our presence and that we are here to help.
The Chairman replied that the reason she was sent the letter was that her input to the Council was valued and we did not want to lose her.

SECRETARYS CORRESPONDENCE

The Secretary read out several letters that were of no immediate interest to the council
She read out a letter from Orange network about their intention to upgrade the existing mast at the top of the Braes in Tullibody.

TREASURERS REPORT

The Treasurer handed out a copy of the Audit of her books it was read by the Community Council and accepted.
The Balance at present stands at £2267.03
The Chairman gave the treasurer a cheque to the value of £384. From Clackmannanshire council to cover the cost of 2 broadband Internet links for the forthcoming year

A.O.C.B.

The treasurer reminded the council that her term of office was coming to an end that a new treasurer would have to be elected soon but the general consensus of the council was that if the treasurer agreed she should be elected to the post for the next year the treasurer said she agreed until such time as her health restricted her activity since she is waiting notification to have surgery that will put her out of action for some time.
Snowies re-submitting plans for his restaurant at the bottom of Tullibody and we see no objections since it will bring employment to the community and attract visitors and the Clackmannanshire Council. Will make sure his plans are kosher since they have already knocked back his first submission.
Alec Scobbie would like to send an objection to the Town and Country planning committee about the Orange mast referred to in the secretary correspondence at the Braes since he has a genuine concern about a health hazard these mast bring to the surrounding residents it was agreed that the secretary would also send a letter on behalf of the Community Council to give weight to the objection.

As there was no other business the chairman thanked everyone for their attendance and brought the meeting to a close
