MATTERS ARISING

Still no sign of the litterbins at newmills
The debris left at the Delph pond is still to be uplifted
The query of why decoration grants are being withheld from tenants with arrears in their council tax has not been answered.
There has been no progress made in the situation at 117 newmills the upstairs tenant is still not taking his turn to keep the stairwell clean and he seems to ignore any letters or warning from the council the situation stands that D.Mcgarry is refusing to do her turn out of protest and the close is in a terrible state.
It was noted that in AOCB that Jim Preston from Persimmon Homes will not be supplying plants as mentioned but plant hire, machinery and the like, the minutes will be amended to note this.
The community council’s notice board has been put up at the rent office in the Tron court

TREASURERS REPORT

. The treasurer had not received this months bank statement but informed us that the balance was the same as last month since there has been no expenditure The chairman informed her that a donation of £500 from the community council had been given to start of the memorial fund and would she keep note of that
Last month balance £2267.02 - £500 donation = new balance £1767.02
Linda asked the Treasurer if she could check if her internet link payment was coming off the Community Council account but since the treasurer had no bank statement at the moment, she would look into it as soon as the bank statement came in.

A.O.C.B.

Re garages that are falling down at Carseveiw all the garages were sectioned off with metal fencing without any of the tenants being informed so those who had cars garaged had no access to their vehicles when phoned to see what was going on they received an apology and were told that the fences were in the wrong place, however they are still in place.
A flat at the Orchard has lay with an open window for a whole week and the residents wonder if the housing officer is doing the surveillance of the area they are meant to do since now the windows are completely smashed
It has been brought to the Community Council attention of anti social activity concerning a new tenant at the beginning of the Newmils area (name and address was supplied but not minuted) this person a known drug user who openly uses drugs in and around the house, has assaulted and verbally abused his neighbours all of whom are pensioners and the police can do nothing since he refuses to answer the door to them and he is also reported to be begging for money at the Tron using disgusting language to people who would not give him money, Community Councillor L.Gow`s husband had a personal experience of this behaviour surely the Police action is not acceptable and the anti social policy of the Council is being seen as ineffective if this tenant behaviour goes on could he not have been put in the high Dependency unit where his activities could be monitored. There must be something that can be done since the pensioners are starting to stay in their houses because of this mans threatening behaviour.
The names of 3 children have been given to the secretary concerning the recent vandalism at the local cemetery she will pass them on to P.C Lapsley.
L.Gow ask if the private housing landlords (Link Housing Castlerock) could be forced to fix problems in their stock since she is having difficulty getting satisfactory reaction from her landlord who keeps saying that the damp in her 4 year old house is condensation and it is her responsibility to repair she feels that something is seriously wrong when she has to bleach fungus patches in walk-in cupboards which must surely be hazardous to her health. The problem affects all the residents at Glenkinchie not just her she was advised to try and get a Residents association up and running to give the residents more power as a unit instead of individuals fighting for the same outcome. Clackmannanshire councillor Eddie Carrick will look into the situation
It was commented that a poster placed in the window of the rent office is obscuring our notice board, the chair will see to this
It was thought that we might ask the Tullibody History group for a donation to the Memorial fund since the council is paying for the repair and pinning of the Haer Stane.
The secretary’s computer is up and running so she will catch up on business and send letters to local businesses to try and get donations namely Snowie Grampian chicken farm and others
Mrs Craw whose son was a recent casualty in Iraq has given permission to include his name on the memorial,
Community Councillor Jim McCarry who regularly walks down at the memorial thinks in his opinion the cracks are getting worse mainly to youngster forcing stones into the existing cracks.
We will put the 40 names we have for the memorial on the notice board, post office window and local press and ask the general public if they know of any other person’s name that should be on the war memorial.

WAR MEMORIAL UPDATE

The chairman is still awaiting word from Ross Paterson on sources of funding we can tap into for the upgrade of the war memorial, he will also be asking local groups to contribute to the fund, also the building contractors who are building new houses in the village.

The chairman has also contacted George Reid MSP to inform him of the progress made so far with the upgrade of the war memorial and to ask his assistance in gaining funding.

As there was no other business the chairman thanked everyone for their attendance and closed the meeting.
