MINUTES OF THE LAST MEETING
The minutes were handed out and read they were then Proposed by L. McLean and seconded by J.McCarry

MATTERS ARISING
With reference to the non-appearance of the new litterbins at Newmills the secretary informed the meeting that she had E-mailed D Reid at the Council but as yet has had no reply, although the new dog bins are in place. There is now a safety issue at newmills concerning the amount of broken glass strewn around the area when the road sweeper has collected a black bag full of glass, he follows the procedure of informing Environmental health who arrange to have it uplifted by the appropriate environmental health team for the area but it gets scattered before it gets uplifted, it was thought that other methods might be tried to stop this happening, D.Reid is dealing with the problem.


Commander Allan Stewart Central Scotland Police

There is a new community police officer appointed for the Tullibody area she is W.P.C
Caroline Hogg unfortunately she is on annual leave at the present time so could not be at this month’s meeting so Commander Alan Stewart gave us the police report for this month the idea of giving a monthly crime figure does not give a very good picture of crime detection in the area since some police activity runs for several months with certain imitative a more balanced report might be better two monthly, over the last year the detection rate for offences in the Clacks region has been 64.58%which is far better than the national rate and is put down to hard work and good public relations plus the opening of the new call centre which had teething problems but this has been rectified now.
It was brought to the attention of Mr Stewart that in the past our community constables were not in position long enough to get to grips with the problems in our community and it was intimated by several peopleat the meeting that the period of service for a community constable should be at least three years, we hope that W.P.C. Hogg might last longer so a trust can be built between her and the community. The Community Council was assured that WPC Hogg was indeed young and enthusiastic and hopes to be our Community police officer for some considerable time.

Community wardens report

Community Wardens Andrew Downie and Alan Senior gave the Community Council a report of their activities in the community over the short period they have been active, the youth anti social behaviour at the old bowling club has been monitored and has subsided there were 12 acts of graffiti with the majority cleaned as soon as possible they are hoping that the cooperation between themselves and estate management team will mean better and quicker solutions to graffiti and anti social black spots A Community Survey of the wants and needs of the community by door to door is hope to bring quicker results since the face to face approach was taking far to long. The Community Wardens were beginning to have a good rapport with the youth in Tullibody and were getting confidential reports on anti social activities and individuals as well as warnings of potential black spots before they become unmanageable and are added to foot patrol routes by the Wardens They also hope that the community will see the benefits of the Community Wardens in the coming months.

Margaret Johnson Clacks Housing Dept

The latest news about the demolition of the newmills estate and the awarding of the moving expenses and inconvenience grants, is that all the cases shall be dealt with individually and the cost of moving shall be on a refund of expenses on the production of receipts from removal firms if the tenant find this financially difficult they can get in touch with the Council and the Council will arrange the move for them using council workmen it is hoped that the demolition will be before the end of this financial year.
The old oak tree that was taken down was dead and was thought to be a danger to the general public.
M.Johnston was ask if anything could be done about the over hanging hedge in Stirling road which hangs a good two feet on to the pavement but is owned by a Homeowner she would look into it and if it is a danger to pedestrians she is sure the homeowner can be asked to trim it back to their fence.

Clackmannanshire Councillor Geo. Matchett`s report

The three Tullibody councillors have visited the Tron to get a full report on the siting and the cost of the CCTV it is thought the cost will be in the region of £60 K the most of this will used to lay cabling for the new CCTV with the extra facility of further extension to the system to incorporate other area’s of Tullibody.the money under spent for the 04-05 year will be used for any deficiencies for the 05-06 year. A consultant is being brought in to help oversee the housing still owned by and the best way forward to make best use to bring the stock up to Scottish national standard the Stirling Council have went the road of getting rid of their stock but Clacks council do not want to take that route but hope to carry on the refurbishment of their housing stock.
It was brought to the Community Council attention that the idea of three new Schools for Clackmannanshire was economically beyond their financial resources since the funding from the Scottish Exec. Is already in place for the plans put forward by Clackmannanshire council and the only other options were to borrow the extra money which would hinder any future plans the Council might have or alternatively raise the money through increased Council tax which is not desirable to Clackmannanshire council so the original plans seem the most viable
Mr Matchett hopes that the strategy against underage drinking being used by the Licensing board has been noticed in the community since the shop at the delph has had its licence for selling drink taken away because of his selling drink to underage people it also affects his other shop in Sauchie. The Community Council applauds this imitative. Re -Taxi licences these are given out by the Council any violation or misuse should be notified to the traffic dept who will notify the procurator fiscal who can give the council the power to take the licences away or prosecute people operating a taxi business without the right Taxi licence.
Mr Matchett Kindly looked at L. McLean’s claim form for Damages to her carpet that she had filled in and was worried that it was the wrong form but she was informed it was the appropriate form. Since it had been a long day and there was no other business for Councillor Matchett he asked to be excused from the rest of the meeting, the Community Council thanked him for his attendance.

TREASURERS REPORT

Tiscali has finally cashed the cheque for L. McLean’s Internet link. Although the chairman’s monthly fee is being paid from the community account still no sign that the secretary’s monthly fee is being paid from the account. The money for the new shredder was paid.
The balance stands at £2575.39

T.W.C. gifted a bottle of whisky to raffle for the War Memorial fund
The secretary will write to thank the people for their donations.


As there was no other business the chairman thanked everyone for their attendance and closed the meeting.
