Welcome and Apologies
Chair R.Robinson welcomed everyone to the meeting; apologies were tendered for, J.Macdonald, D McCarry, and S Norris A Scott.
MINUTES OF THE LAST MEETING
The minutes were handed out and read they were then Proposed by L. McLean and seconded by A Irvine
MATTERS ARISING
With reference to the non-appearance of the new litterbins at Newmills the secretary informed the meeting there are 3 new litterbins and unfortunately they were already the victims of vandalism. It was also brought to the Community Council attention that the housing stock transfer in Stirling was decided by the tenants not the Stirling council and any decision on clacks housing stock will be decided by the clacks tenants. There will be three new schools in Clackmannan not as implied in the last months minutes.
WPC Caroline Hogg Scotland Police
WPC Hogg introduced herself to the Council and hope she would have a successful working partnership with the council, she has been round the problem areas of Tullibody to let the residents know that she hopes to be available to anyone in those Tullibody area at anytime. She gave a brief outline of the crimes committed in the period from Dec to the present time 1serious assault which was detected, child neglect detected, house breaking in the St Serfs area someone charged, a shed was broken into the suspect is known, but the most prevalent problem over the period has been acts of vandalism the most recent being the racist graffiti at Banchory Primary School which was detected early and cleaned off before any great offence could be taken. There was on average a 45% detection rate over the period, which will increase when all the crime figures are collected.

The demolition of the flats at Newmills was going to the planned schedule. The situation of the tenants compensation could not be commented on since is confidential between the tenant and the Council. The worsening situation of graffiti is being dealt with between the estate officer and with the help of estate wardens; the presence of the Community Police officer has been a big help as well. D.Reid will try to ensure that the rubbish bin areas are kept clean and tidy. Any flats that are vacant will have metal doors put on them to stop them becoming the target of the vandals. The roof of the lock-up garages is being seen to and the water standpipe has been shut off for the winter period because of the danger from vandalism to it and the havoc water spillage might cause on frosty mornings. The dead oak Tree in the village has been taken down and cleared away.
Clackmannanshire Councillor Eddie Carrick`s report
The new By-Pass will be opened on the 9th Feb it is hope that each primary school in Tullibody will be represented by it’s oldest and youngest pupil and the 3 Tullibody County Councillors as well as the other dignitaries.
The demolition of the newmils area is on schedule and the hope is for further housing development in that area for next year.
The Community Council was informed that following the result of the budget that more money was allocated towards the keeping of the streets clean. He also hopes that the opening of the rail link will bring employment to the area and more economic growth to Tullibody.
The Chairman ask Councillor Carrick for any advice and help he could give us on reaching the guidelines set out by the lottery Fund for our grants to upgrade the war memorial. Councillor Carrick suggested that the Earl Haig fund could be another avenue of funding we could try plus bigger retail groups in area.

. The chairman has been liasing with Grant Eals Clacks Council corporate funding officer, early signs are that the lottery people are happy with the way we have involved the community in the project and now want a follow up of progress information to the community, we have been told to send in the preliminary Lottery Fund application
Chairman And R.Lee along with WPC Hogg will arrange visit to the 4 primary schools in area to give a progress report on the restoration of the war memorial
