MINUTES OF THE LAST MEETING
The minutes were handed out and read they were then Proposed by L. McLean and seconded by T.Davidson
MATTERS ARISING
The new bins at Newmills are being used and they are now regularly being emptied so is a success.

Community wardens report
The Community Council was told that the Community Wardens foot patrols were seemingly working since the anti social behaviour at Newmills and Carseveiw has lessened and the rapport between themselves and the youth of Tullibody that hang about the streets is getting better. There are still some elements that will not take a telling mainly because they have a deep resentment of authority and they are quick to realise the limited powers that exist for the Community Wardens. Re-the nuisance motor bike riders at Newmills and Banchory Primary school although they are small bikes they still need tax MOT and insurance so should be able to come under the powers of the police but the Wardens will try and monitor the situation themselves if coming upon the culprits. The Truancy problem is another grey area for the wardens although they can stop and ask the children if they should be at school or ask names the children know that they do not need to give them this information but they have reported children to the School Attendance Officer who has the power to take the children off the street back to school.

Clackmannanshire Councillor Eddie Carrick`s report
Councillor Carrick said he was delighted that the new By-pass was now open and glad to see it being used, he had high hopes that it will bring jobs to the area since it now makes the journey to Stirling much quicker and hopefully the section to Fishcross will follow soon.
He told the Community Council it was still one of his main priority to clean up the streets of Clackmannanshire and to improve the services to us, and the idea of a machine for lifting Chewing gum from the pavements in the offing but we still had to be careful how any money was spent so it is not wasted, he let us know that an open day was being held on the 11th march for people of Clacks to put forward ideas on what they want and problems they have.
The Newmills demolition is still on track with no hiccups at the present time it will begin on the 1st march with the redevelopment by Ochilveiw being done hopefully housing being in the next 2 to 3 years, and the CCTV for Tron court hopefully with the Tron getting some upgrading to it in the pipeline.
The Community Council enquired about the old Tannery Site that is lying overgrown and is now an eyesore to the village but we were informed that to his knowledge there was no development plans for that site as yet.
Community vice Chairperson A. Scobbie asked if the Tullibody clean-up squad could be improved since they only have 2 sweepers and when one is on holiday it just leaves the 1 to cover Tullibody
Community Councillor L.Gow voiced a complaint from the traders of Tron court about the lack of No Parking signs at the rear of the shops at the big car park at the Tron, since delivery vans are having great difficulty getting access to the shops because of these cars parking right at the rear entrances. The small sign that is there has been grafittied until it is illegible and was ignored anyway, could yellow lines not be used as a deterrent to this blocking of the rear entrances.
Councillor Carrick hoped that when the New Direct Integrated services were in action a difference would be seen to the services not just new uniforms but a better quicker and more efficient integrated service special uplifts for Ochilveiw tenants 2 for £8.50
Capital Programme re – new doors at Carseveiw and gas central heating at dovecot and the kitchen situation would be better answered by Councillor Matchett at the next meeting since he is more informed of the progress and will help more than Councillor Carrick whom we then thanked for his report.

Tracie Duff was introduced to the meeting she is a Youth Development worker with Clackmannanshire Council she has a 3 years post covering the Tullibody and Alva area she is trying to run programmes to keep youths off the street and open their eyes to the pitfalls of alcohol and drugs abuse by introducing them to prisoners at Glenochil prison so people that have gone down that road can tell them of their experiences. She did try to have her base at the Tullibody civic centre but with difficulty, so now uses the gym hall wed 7-9pm and hopes 9-10 for older youths the 2 detached workers she has are not well known so hopes for better reaction to them in the future she tried a taster night last Friday with loads of activities but it was only attended by 12 people since the civic centre has such a bad name when it comes to events being staged because of the bad elements that disrupt them she will persevere and hopefully the nights will become a success.
Dialogue Youth info point about drink/drugs abuse for schools Tullibody Community Council at 19 Mar st Alloa can access equipment for fund raising events [stocks, greasy pole etc] we thanked Tracie for attending our meeting and wished her every success in her Youth project.
As there was no other business the chairman thanked everyone for his or her attendance and closed the meeting.
