MINUTES OF MEETING 29/03/05
HELD IN TULLIBODY CIVIC CENTRE
PRESENT

IN ATTENDANCE
Superintendent Gavin Buist. Two residents from the Glenkinchie estate.
WELCOME AND APPOLOGIES
The chairman welcomed everyone to the meeting and asked if there were any apologies, apologies were tendered for, Janice McDonald. Robert Lee. Donna McCarry and clacks councillor Brian Fearon.
MINUTES OF THE LAST MEETING
The chairman asked for two persons who had attended the last meeting to propose and second them, proposed by, J. McCarry and Seconded by A. Irvine.
MATTERS ARISING
On uplifts, Alex Scobbie stated that Clackmannanshire council had started a pilot scheme for special uplifts for non-council tenants at a charge of £5.00
SUPERINTENDENT GAVIN BUIST
The chairman welcomed the new superintendent and asked him to introduce himself and give us his background in the police force. The superintendent has served 22 years in the force from constable to the position he now holds; he stated that he hopes to keep up the good standards of policing in Clackmannanshire he would also like to attend another community council meeting in about six months time. He then talked about the G8 summit to be held at Gleneagles on the 7th of July, he expects trouble from demonstrators which they estimate will be between 50,000 and 70,000 they are making contingency plans to protect the Forth and Kincardine road bridges from being blocked, police have visited farms advising farmers not to rent out fields for demonstrators to camp in, he also asked the people present to inform the police if they hear of or see any demonstrators camp sites. The chairman thanked the superintendent for his attendance.
WPC CAROLINF HOGG`S REPORT
WPC Hogg gave her report, there has been 36 detected crimes and 28 undetected crimes they have some suspects for the undetected crimes, there has also been house breakings in the area of the Braes and Banchory and trouble with youths at the civic centre. A lady from the Glenkinchie housing estate stated that she has been the victim of racial harassment and went on to describe the incidents in detail the police took a series view of this and will liase with the lady concerned on any future incidents and will use video cameras to collect evidence, the chairman thanked WPC Hogg for her report.
SECRETARYS CORRESPONDANCE
The secretary read out all the correspondence, there was nothing of immediate importance to deal with.
TREASURERS REPORT
The treasures handed out a sheet to everyone present which contained our income and expenditure for the past year, also listed were the individual donations received for the restoration of the war memorial fund, the fund now stands at £2,700. This information will be sent to our auditor for the annual audit.
AOCB
The chairman gave his concerns reguarding the new police call centre, he has heard of complaints from people who have called the centre and no police action has been taken on their complaints, the chairman also had occasion to phone the centre, he asked for the wardens to come and disperse a group of boys playing football at the junction of Muirside road and the Braes, they were disrupting the neighbourhood causing an obstruction to traffic and endangering themselves, after waiting half an hour there was no response so he called Clackmannanshire councils emergency number and asked for the wardens to come out, they were there within 10 minutes. It is a proven fact that the more links you put in the chain of communication the more likely it can lead to a breakdown in communication and lengthen the procedure, the chairman also feels that we are losing the personal touch with our local police, the chairman is considering writing to the chief constable about this.
It was discussed in order to raise more funds for the war memorial restoration we could hold a series of car boot sales in tron court, Linda and Lynn will organise this.
The regeneration steering group’s next meeting will be held on April the 6th and the healthy living office is open again they meet tomorrow both Alex Scobbie and Robert Robinson will attend these meetings.
John Marshall has donated £2000. to the war memorial restoration fund, both Margaret McNeill and Robert Robinson signed an agreement that should the community council disband or the money is not used for the purpose it was donated within three years then the money must be returned to him, the secretary will send a letter to John Marshall thanking him for his generous donation.
As there was no other business the chairman thanked everyone for his or her attendances and closed the meeting.
