Welcome and Apologies
Chair R.Robinson welcomed everyone to the meeting; apologies were tendered for Grant Eals.

MINUTES OF THE LAST MEETING
The minutes were handed out and read they were then Proposed by A. Irvine and seconded by R.Robinson

MATTERS ARISING
It was noted by Councillor Matchett that Councillor Fearon had been in Attendance at last months meeting. The secretary phoned the local papers about the notice for the community meeting and was assured it would be in for next month. The chairman said to be on safe side she should go in as well as phoning and E-Mailing the local papers. The secretary brought in the gift for Alec Scobbie for a thank you for his work in the community council. L. Hiddleston informed the meeting that only one litter bin had appeared at the tron and that was not secured since this was in Councillor Matchett ward he would get on to the problem and get it rectified.

PC Caroline Hogg Scotland Police
P.C. Hogg gave a full and interesting report. The breakdown of her report was for the period from 27-08-05to 27-9-05 there were 44 detected offences, 13 road traffic offences and 34 undetected. There have been plain-clothes officers in the centre of Tullibody on Friday evenings to control youth disorder and to combat the selling of alcohol to underage drinkers. There has also been a high visibility road traffic (TUNDRA) campaign in Stirling Rd, Glenochil Rd, and The Orchard, which has proved successful she then introduced Inspector Alan Stewart to the meeting.

Inspector Stewart
Inspector Stewart told the meeting that he was taking as much time as he could give to reintroducing himself to the community councils and other groups in the area and letting them know the plans for the future policing throughout Clackmannanshire and successes over the last year as well as the shortcomings of the crime prevention and detection but he was happy that the overall crime detection (96%) figures for Clackmannanshire compared very favourable with the rest of Scotland and is one of the best in the U.K.
He told the Meeting that he had great faith in the New service centre introduce to handle the public contact with the police and assured the meeting that the centralised Centre would help the efficiency of the police in dealing with 999 calls since the screening system has already proved a success with a 70 % of calls being resolve by the officer at the end of the phone thus saving valuable police time. The increase in population within the Clackmannanshire area and success of the general public use of the Service Centre might make the crime figures look on the up but the detection rate is also very good. The figures for residential break-ins are up these increase are in outbuildings the actual burglary of the houses are down the overall figures is 11 down on this time last year the overall crime rate detection is (73%) one of the best in the Uk this must be credited to Police Officers and Wardens and this vigilance of the general public who must be encouraged to keep reporting any criminal activity in their area.

Community Wardens Report
There has been little vandalism and graffiti in the bottom half of the village since the 2 culprits thought responsible for the majority of cases in the area were apprehended. The wardens are still giving high visibility patrols at the hotspots at the weekends and are aware of the new drinking spot at he railway bridge at the edge of the village but have decided to monitor the situation rather than move the drinkers into a new area which they cannot monitor it is not a solution but it will do until the adults buying them the drink can be dissuaded from this behaviour since the off licences are being watched and do not seem to be selling it direct to the youngsters they also hope that the system of {parenting Order will encourage parents to realise their responsibility to their children so any child found doing antisocial behaviour will be taken to the parents and if they are caught out in the street the same night the parent will be charged.

Grant Eals Clacks Council
The Chairman stated that it had been almost four months since he completed his part of the national heritage lottery application form and then handed it into Grant Eals the corporate funding officer for Clackmannanshire council to have a costing and other relative information done, but due to annual holidays the people he needed to liase with were not there. He did e-mail the chairman an update on the progress so far which the chairman read out.

TULLIBODY WAR MEMORIAL

UPDATE

The project has been well received by the heritage lottery and work has developed to the point where there are only a few issues left to resolve. Whilst the initial aim was to have a completed project for November 2005 it is looking likely to be some time early in the New Year.

Some of the outstanding issues revolve around the maintenance and site works. The council has still to complete its work on the Haer stane (some remedial work has already been completed but stainless steel anchor pins have still to be placed through the stane. As this has a cost implication we need to make sure this work takes place prior to or at the same time as work on the memorial, and along with a review of the drainage and costing of the maintenance, all of which is important to increase the value of match funding, this has added to the length of time required to pull the project together.

This along with three quotes from stonemasons for the work of inscribing the stones has taken much longer than expected but is presently back on track.

The reason we need to include all the maintenance, drainage and Haer stane costs is because of the new memorial will be considered against the context of the overall project and greater match funding towards the costs of the memorial the better chance the application has of success.

It is anticipated that all the costs can be pulled together by the end of September 2005 with any outstanding issues be ironed out by early October. A planned visit by the heritage lottery will give us a quick chance to get the application looked over before submission before the end of October. If we can keep the grant request down to under £40,000 we should have a quick turn around of the application.

Clackmannanshire Councillor George Matchett`s report
CCTV for Tron court has been put out to tender and a meeting arranged with the personnel at Kilncraigs in Alloa to ratify that they are willing and able to take over the monitoring of the CCTV in the Tullibody Tron since they monitor most of the CCTV in the central area so hopefully a decision will be with us by December. There has been restructuring of the Housing Allocation policy since the existing review was put in place for the time period 97-05and the new should be in place by 07 with a housing Allocation time band that should help people on the waiting list not being left too long waiting for allocations and the homeless persons agenda will be upgraded and reviewed in this restructuring. The Stock transfer situation in Scotland has seen the Scottish Executive informing 32councils that they will have upgrade the housing to their set tolerable standards the Clacks Council is looking at their stock and their options. The Council is going to be looking at the Community Scotland strategy for anti social behaviour since they are committed to having a drive against Anti social behaviour in Clackmannanshire.There has been no adverse local reaction to the outline plans for 47 houses by Carronvale Homes to build at the waste ground at the bottom, of Tullibody and any opposition within the council he will try to push it through since it will bring affordable 1 and 2 bedroom housing to the general public, Community Councillor J.McCarry voiced concern about the access to the area but was assured that the access would be from existing side roads not from the main road or the new bypass and the plan is for a fenced off secure play park will be built on site. Traffic calming in the village is in line with the rest of the county and plans for other areas in the village is well under way since the increase in traffic flowing through the village cannot be ignored. The meeting thanked Councillor Matchett for his report.
