Welcome and Apologies
Chair R.Robinson welcomed everyone to the last meeting of year; apologies were tendered for P.C.Hogg, J. &D.McCarry, Community Warden.
MINUTES OF THE LAST MEETING
The minutes were handed out and read they were then Proposed by L.McLean and seconded by A.Irvine
MATTERS ARISING
There has been no reply from John Gillespie at Clacks Housing Dept about our query as to the reason for the non-appearance of a housing officer at the Community council meetings and no reply from M.Johnston to our E-Mail about the same query. It was again noted that the staff at the Council offices at Mill Street Alloa would not take information about special uplifts saying it was not their department. Councillor Fearon took note of these two queries and would find out the reason John Gillespie at Housing hasn’t replied and also find out the policy for special uplifts and if Mill ST offices can deal with them.

Detected 40 crimes.

14 roads traffic offences
More radar checks on the Alloa and Stirling Road area with a number of persons reported. The road Policing unit has been active in the area.
I have ensured that there has been more weekend operations carried out, and latterly they have been high visibility with a Cam –Corder this allows us to video any offences and if there is any disorder it allows us to show the parents if we take any youths home.
There has been a vast reduction in youth disorder calls at the weekends however last weekend was probably helped by the cold weather there was no youth disorder calls at all.
Community Wardens Report
The wardens could not appear for this months meeting but sent their apologies with a short Resume with Community Councillor Lynn Hiddlestone, they were out with Eric Ferguson the Dog Warden all day (wed) on a dog fouling operation to highlight the problem in the clacks area. They also said that the use of the cam-corder has been very successful in their battle against anti-social behaviour in the village

Clackmannanshire Councillor Brian Fearon`s report
There was some good news and some bad news about the financial position of Clacks Council following an internal and external Audit run by the independent firm K.P.M.G.the council finance dept was shown to have run a tight financial operation but the bad news is that there is a 3.5 million gap between the money from the Scottish Executive and the cost of keeping the level of services at the standard we have at the present time so there is envisaged a 4% increase to the council tax for next year, there is also a chance that cuts in services will occur but where is not certain, there is a substantial sum of money held in reserve by the council but it should be used frugally for unexpected cost such could happen when the equal pay legislation is introduced throughout Scotland and the possibility of claims being backdated could see the council in deep financial difficulties.
The update on the CCTV is also bad news it has come to the council attention that by some oversight B.T.was not informed about the CCTV and although the equipment is on order the time scale for B.T. to lay the appropriate lines for the CCTV will be 3 months so the new installation date has been put back from December this year to Feb next year which Councillor Fearon assured us is as much a disappointment to the three Councillors in Tullibody as it will be to the residents.
The upgrading of the housing stock to the level set by Scottish Exec is on target for 2015.
Community Councillor L.Mclean ask who she could complain to about the new roof down at newmills since the workers take off the old slates and sheets of polythene are used to cover the roofs which is not watertight and the workmen just seem to use any garden for storage for materials then do not clear up when they leave she was advised to get in touch with the site foreman who should be on site every day but the benefit to the residents will override the slight inconvenience caused by the work.
Councillor Fearon was ask about the road works at the Paton Pavilion in Alloa since it was causing traffic delays in and out to Tullibody but since it was outside Tullibody area he knew as much as us what the time scale could be.

TREASURERS REPORT
Because of a close family bereavement Margaret could not attend the meeting the condolences of all present were sent to her at this trying time.

The chairman said that due to Grant Eals being on winter leave there is no progress report on the lottery grant, the chairman will contact him when he returns from winter leave and have a report for the next meeting in January 2006
They’re being no other business the chairman thanked everyone for there attendance and wished them a merry Christmas and a happy new year and closed the meeting.
