Chair R.Robinson welcomed everyone to the meeting.

MINUTES OF THE LAST MEETING
The minutes were handed out and read they were then Proposed byL. Hiddleston and seconded by L.McLean

MATTERS ARISING
A. Irvine asked what happened to last months meeting and why was she not informed of the cancellation of the meeting on the 26th of January 2006, the secretary told the meeting when she tried to get the booking it had been block booked for the time we wanted by Clacks Councils. C.C.Councillor Matchett confirmed that the room was used since 2003 between the hours 7pm to 8pm for councillors surgery .The Chairman said it was 5.00pm on the 25th of January when he was informed of this by community councillor Lynn Hiddleston and as it was to late to arrange another meeting for January took the decision to cancel the meeting he than contacted all those who he had contact details for of the cancellation, but had no phone number for Councillor Irvine so could not inform her. A. Irvine and L.Hiddleston suggested that all Councillors should give their contact details to the secretary, this was agreed.
Community Councillor T.Davadson ask about the extra 1% on the new community tax she was informed that the budget for school upgrades was based on two new and one refurbished but it was found that Lornshill Academy was sinking due to subsidence and it would be better to completely build a new school so in fact we will have 3 new secondary schools in Clacks so this was what the extra community Tax would be for Alloa, Alva, Lornshill Academies.

P.C. Hogg informed the meeting the crime Stats last month for Tullibody and Cambus
Detected 36 crimes.
Undetected 32.
20 roads traffic offences
There has been a spate of vandalism in the village, which the police are looking into.
The caravan that had its window vandalised has been noted but P.C.Hogg is having some difficulties in finding the owner of said caravan.
There has been someone caught for the coop break in
There is a push against road traffic offences; cars with no car tax may being clamped.
The Chair informed the council he had been at a meeting with the residents at the Muirs estate who are concerned about the lack of street lighting that is encouraging youths congregating on the estate and engaging in anti-social behaviour and because the estates has 4 exit the youths are away from the area as soon as the police appear.
P.C.Hogg agreed that Saturday was busy night as there had been 16 youths taken away for disorder and since it needs 2 officers to make an arrest it takes up a lot of police time, which could be, used elsewhere
The council commented on the new Bus shelters already being vandalised and the children using them as climbing frames.
Councillor Matchet commented on the observation about the vandalism on the recently replaced bus shelters in the village that it was the obligation of the council to provide adequate shelter for the residents of Clackmannanshire but agreed that vandalism wasted our time and money. He also brought up the fact that he had complaints of the noisy motorcycles at lornshill and other areas and that the police should be informed immediately of this behaviour rather than waiting to inform him.
P.C.Hogg also wanted to encourage people to phone in about the nuisance of the motorcycle using the grounds around Tullibody illegally and said that her Inspector was monitoring this situation

Community Wardens Report
The wardens informed the Community Council that although it was a steady month for them they were kept busy with the activity in Highlander Way with assistance given to the police and the residents moving out of Newmills leaving behind discarded rubbish which they say will be move as soon as possible. Community Councillor M.Mcneill asked if there was any truth in the local gossip about the latest fatal car accident that local Taxi firms were operating with drivers that did not have the appropriate taxi badges.C.C.C.Matchett told us that the Taxis are governed by a Regulatory Committee and do monitor Taxi licences and just recently they looked into 6 licence queries that resulted in 2 licences being revoked. So all queries or complaints are dealt with. It was also suggested that window cleaners would soon be monitored in the same way. The Community wardens can only do so much themselves but must always liase with the Police so extra police officer beneficial to the effectiveness of the Community police and visa versa. There is plans for a 6week operation on anti-social behaviour for Tillicoultry and Sauchie which could encompass Tullibody hotspots the council asked if they could get a Monthly report on anti-social behaviour in the future to monitor the situation.

The Community Council was informed that Margaret Johnson no longer deals with Tullibody so her replacement will be asked to the next meeting

Clackmannanshire Councillor George Matchett`s report
The housing stock has been retained the Consulting experts feel that the stock is some of the best in Scotland and should be able to achieve the Scottish Executives Housing Standard. The only hiccup is the problem left by the right to buy programme that leaves houses in blocks of 3 or4 that have been bought not having their roofs renewed and leaving patchwork effects all over the place. There is an estimated £6 Million in reserve. The new political structure within the council is finally kicking into place. Slight delay for the CCTV at the tron since the new fibre optic link to be supplied to Kilncraigs from Tullibody will not be Feb as first thought .We hope that external CCTV at the Tullibody Civic Centre with internal multi video recording faculties enabling the police to act on the anti-social behaviour of youths hanging outside the Civic centre.
Audit Scotland is coming to evaluate Clacks Council value of pound and spending.

TREASURERS REPORT
Before her Report the Treasurer thanked the meeting for the flowers and condolences she received from the community council on the tragic loss of her husband.
The grant for the Community Council of £500 has been received and the balance is £2856.69 the £50 table top money has been paid the treasurer putting in the £5.00 cost of L.Mclean`s table herself since the bill had to be paid immediately.
The war Memorial fund has had a £100 donation from a Mr Dougal Carstairs from Dalgety Bay who read of our plans to restore the war memorial via our web site.

At this point in meeting the Chairman brought up that he was unhappy with way that the secretary was performing her duties citing the instances that the times of meetings failed to reach the local papers also that venue bookings were not consistent resulting in the cancellation of a meeting and the rescheduling of another at very short notice at this point Community Councillors J.Macdonald and T.Davadson left the meeting, the secretary apologised for the shortcomings and would try harder in the future but because of other instances where they had to wait weeks for a bank signature from the secretary and the incident when internet link set up was mishandled by the secretary costing the community council money. Also the cancellation of the meeting 26/01/06 where the booking form dated 05/01/06 was not handed in to the booking office for twenty days later 25/01/06 one day before the meeting was due to take place resulting in the meeting having to be cancelled and not informing the chairperson of this and leaving the chairperson in the difficult position of informing those who attend our meetings in time of the cancellation. And that the position now was that due to the secretary not carrying out these duties to a reasonable standard it was effecting the efficient running of this community council and bringing it into disrepute. He then moved that she stand down from the office bearers position of secretary which she agreed to do, the chairperson then said that a letter to that effect should be sent to the community council which she agreed to do, at this point Councillor Matchett said he thought that the chair would have to check the constitution for the removal of a office bearer, the chair informed him that he had already done so and as there was no clause in the constitution referring to the removal of office bearers he could do this under section 14 of the constitution to remove the secretary from this position but would require a second office bearer to second this, the chairperson then asked for any other office bearer who agreed to the secretaries removal to second the motion this was seconded by the treasurer Margaret McNeill. Resulting in the secretary being removed from that position with Tullibody Cambus and Glenochil community council, the chairperson then informed the meeting that in order to allow the removed secretary to cancel her internet link which is paid by the community council this community council would pay the internet link for the month of March 2006 and would not be responsible for any charges from the end of March 2006. He then told the treasurer to cancel the direct debit for that account at the end of March 2006, he also informed the meeting that the outgoing secretary had in her possession computer equipment belonging to Clackmannanshire council and that this equipment would now have to be returned to them, he would send letters to this effect to Clackmannanshire council and to the outgoing secretary.

Lynn Hiddleston gave a well-planned and very informed presentation on the re-instating of the Tullibody Gala Day this was well received by the whole Community Council and it was thought that because of the amount of work put in by Lynn and the positive response that Lynn had received from the Tullibody residents and interested groups, we would support this project and call a special meeting dedicated to the subject of the Gala Day.

As there was no other business the chairperson thanked everyone for their attendance and closed the meeting.
